Skylor Hearn serves as the Deputy Director over the Administration and Services Branch. Hearn provides oversight and leadership to eight major DPS divisions and units to include the Administration Division; Driver License Division; Education, Training, and Research Division; Finance Division; Information Technology Division; Law Enforcement Support Division; Cyber Security Unit and the Regulatory Services Division. Hearn previously led the Driver License Division as well as the Law Enforcement Support Division. Hearn served as the Regional Commander in El Paso in charge of DPS operations in the 36 counties comprising West Texas, the Big Bend Region, and the western Texas-Mexico Border. Prior to that, he was the Texas Ranger Company Commander in McAllen directing Texas Ranger Division operations in the 15 counties along the southern Texas-Mexico border region. Additionally, over his career with DPS, Hearn has held field assignments in patrol and investigations as a Highway Patrol trooper, narcotics investigator, and Texas Ranger. Prior to DPS, he worked as a patrol officer for the Beaumont Police Department.
Along with over 25 years of law enforcement experience, Hearn also holds both a Master and Bachelor degrees from Lamar University. Hearn is a graduate of Northwestern University’s School of Police Staff and Command, the FBI National Academy, and the Police Executive Research Forum’s Senior Management Institute for Police. Hearn is also a graduate of Texas State University’s Certified Public Manager Program.
